Can American students get U.S. government grants/loans to go to Graduate School outside of the country?

The question

I am on pace to complete my BS from the University of Tennessee in December 2012. I plot on going to Graduate School. The two Graduate Schools at the top of my list of school I want to go to are Oxford and Cambridge in England. Would I be elligible for federal student aid and loans from the U.S. government if I were to go to school outside of the country?
